We develop master plans and spatial development strategies for territories of any scale — from single-hectare sites to large urban and regional areas.
Urban planning -
Crafting sustainable urban systems, not temporary aesthetics
A Philosophy of Viable
Cities and Territories
We have moved beyond an approach where visual appeal is the primary goal and cost, operations and economic resilience are treated as secondary. Following trends is not enough. Our priority is thoughtful, in-depth planning that anticipates the future and responds to the specific conditions of each site. Every territory exists within an interconnected context that defines its role, potential, and constraints. As a result, the master plan becomes a working tool — integrating spatial structure, functional models, and implementation mechanisms.
Operations
Thoroughness —
Resilience —
Economics —
Economic feasibility is embedded from the earliest stages of analysis and concept development. We deliver not only spatial solutions, but also a robust economic model for the territory.
[1] Economics First
Our objective is long-term resilience. We design solutions that remain viable under different future scenarios — without requiring demolition, constant redesign, or causing harm to the territory.
[2] Scenario-Based Thinking and Resilience
Our work extends beyond design. It includes operational systems, organizational models, and governance mechanisms — everything that determines how a place will function after completion.
[3] Thoroughness of development
The long-term performance of a project depends on how it operates. We design with lifecycle efficiency in mind — taking into account regional context, climate conditions, and maintenance capacity.
[4] Operations as Part of the Model
Driving the development
of cities and territories
Zabaykalsk
The master plan coordinates the development of logistics operators, including the construction of a railway overpass and expansion of storage infrastructure.
It also introduces a cross-border tourism and recreation zone near China, along with a relocation program moving residents from unsafe housing into new residential districts.
Vydrino
A former correctional facility site is being transformed into a tourism cluster structured into investment-ready parcels. The development includes hotels of varying categories, spa and bath facilities, a sports complex, and treehouse accommodations — all designed with a focus on local identity and accessibility for residents.
A multifunctional complex combining exhibition and retail spaces, government offices, and a hotel. Its economic sustainability is driven by the commercial performance of office and hospitality components, while maintaining a strong connection to regional identity.
Congress Center
Ethnographic Museum of Transbaikalia
A multifunctional cluster is being developed around the museum, incorporating craft and retail zones, гостиницы, and an expanded zoo integrated into regional tourism routes. A "day at the museum" model is being introduced: a comprehensive ticket includes accommodation, dining, entertainment, and guided experiences.
This approach ensures stable revenue while positioning the museum as a gateway to exploring Buryatia.
Polina Kirienko
Head of Urban Planning
"Territorial development is not about planning alone — it’s about integration. It’s when you bring together economics, sociology, marketing, and project curation, you move beyond describing the future and begin to build a coherent development model."
